At the risk of spurring the inevitable partisanbased quibbling by all the politico bloggers who live to insult one another, I would like to bring up what I feel is an important subject to all Alaskan voters.
Much like I have seen with past ballot measures, Ballot measure 4 seems to have launched a massive, well funded ad campaign aimed at frightening Alaskans into voting a certain way about the ballot measure. I was distrustful of the ads, and the whole "If you vote for this ballot measure it will kill all the mining jobs" vibe.
I'm not here to tell anyone how to vote on this measure, but I think it is another example of how important it is to read the voter's handbook and really read these ballot measures for yourself. Don't believe the hype, Alaska, and don't be led around by the nose by whoever has the best advertising budget!

Industry spent zillions telling us it would put the cruise ships out of busines; they would reposition their ships somewhere else; the regs were too tough, couldn't be met; it would cost hundreds of jobs in Southeastnone of which, of course, was true. This might not be the best initiative to come out of the box, but, it will work until we come to our collective senses.
The point of my original post was to make a nonpartisan commentary on the scare tactics that many politcal ads use in our elections.
That being said, growing up in Colorado, and seing the impact of mining in Idaho and Montana, I have a great distrust when mining corporations say they will not trash the environment, or leave polluted water and gaping holes in the ground "this time". I've heard it before, and I've seen the damage. Sorry, mine industry, but I'm going to have a really hard time taking you at your word.
I am not a screeching liberal environmentalist, I'm just someone who has been lied to before, and is twice shy.
I think the compelling factor defining any impact is in section 2, subsection 1 where it says "in a measurable amount that will effect human health or welfare, or any stage of the life cycle of salmon" I'm sure they could have spent the time to delineate all of the specific exposure limits for each and every chemical released by mining, but as you pointed out, there are already existing standards which list specific levels.
I also find it curious that there is an insistance that this measure is designed to effect current mines in this state, when the measure specifically states it is not intended for mines that are already permitted.
I did not originally comment on the pro's or con's of this measure because I know that attempting to convince anyone fully engage enough in the voting process to comment in this forum to change their views would be foolish. My point was that voters need to do their own research and make up their own minds, and to not rely on the advertising which is by nature, skewed.
You keep referring to the term "impacts" as attributed to the ballot measure. Are you sure you are getting your information firsthand from the text? I really don't see that phrase used in the measure. It refers to "measurable amounts that will effect human health or welfare" which to me can be correlated to current standards for exposure.
I agree that the measure is vague, and probably could have spent years in committee being exhaustively written and rewritten to specify every level of exposure to every chemical, but as you stated, we already have exposure regulations.
It seems to me that this ballot measure is directly aimed at preventing the creation of a gigantic open pit mine, and holding ponds which have been historically proven unreliable, on top of the Bristol Bay fishery. I really don't think the Legislature holds ill will or some dark agenda against the existing mines, which have operated for years with no environmental catastrophies.
I'm actually pleased to see something like action emerge from the legislators, rather than bantering around in committee until the measure is obsolete.
If this measure is truly bad for Alaska, it is my hope that voters, upon reviewing the measure for themselves will make an educated decision. I just don't want the voter's swayed by suggestions that this will be the death of mining, or for that matter some silly cartoon fish. Just decide for yourselves on the merit of the measure.
